The petition for the “Kim Soohyun Prevention Law,” which calls for an increase in the age of statutory r*** and stronger penalties for offenders, has surpassed 50,000 signatures.

According to the National Assembly electronic petition system on the 7th, the petition for the “Kim Soohyun Prevention Law,” which was posted on the 31st of last month, had received 50,133 signatures as of 1 PM on the same day. Under the National Assembly’s public petition system, if a petition gathers 50,000 signatures within 30 days of being posted, it is forwarded to the relevant parliamentary committees. The matter will then be discussed for possible inclusion in the plenary session within 90 days.

The petition meets the necessary requirements and will be forwarded to the relevant parliamentary committee. The committee will review the petition and decide whether to bring it to the plenary session.

The petitioner of the “Kim Soohyun Prevention Law” pointed out, “Recently, Kim Soohyun angered the public with accusations that he committed grooming s** offenses against Kim Saeron,” adding, “The current law on statutory r*** only protects m*nors aged 13 to under 16, meaning that even if Kim Soohyun committed the offense, he cannot be punished under the current law.”

Article 305 of the Criminal Code on statutory r*** states that an adult aged 19 or older who engages in s***** relations with a m*nor under 13 years old, or a minor aged 13 to under 16 years old, is punished as if committing r***, regardless of the m*nor’s consent. The punishment for r*** is imprisonment for at least 3 years.

The petitioner further stated, “South Korean law defines minors as anyone under the age of 18, but due to the current age limit for statutory r***, pedophiles can avoid punishment.” They then requested that the age limit be raised and the sentence for such crimes be increased to at least 5 years of imprisonment to prevent recurrence.
