[instiz] [DISPATCH] “TODAY IS MY PERSONAL DAY AND A SICK DAY” SONG MINO, ACCUSED OF MANUPULATING HIS PUBLIC SERVICE ATTENDANCE

On October 30, 2024, Song Mino went on a trip abroad. The destination was Hawaii, with a 5-night, 6-day schedule.

On November 11, Dispatch visited the Mapo Resident Welfare Facility, where Song Mino works as a social service agent. He is responsible for assisting with the operation of the facility.

However, Song Mino  could not be found. He was absent on the 12th, 13th, 14th, and 15th as well. Even after returning from his Hawaii trip, he did not show up for work.

Multiple reports have been made regarding Song Mino’s neglect of duty as a public service worker. These reports can be summarized into the following four points:

1. Song Mino transferred to the Mapo Welfare Facility in March. 

2. Person in charge, L, took over the position and brought Song Mino along. 

3. Since the March transfer, Song Mino has not been attending work regularly. 

4. Occasionally, he shows up, signs in, smokes a cigarette, and disappears.

Dispatch verified the credibility of the report regarding Song Mino

1. Song Mino moved his workplace in March. (O)

Song Mino began alternative service on March 24, 2023, at the Mapo Facility Management Corporation. One year later, in March 2024, he transferred to the resident welfare facility.

2. The person in charge of the “resident facility,” Mr. L, appointed Song Min-ho to this location. (O)

L worked at the Mapo Facility Management Corporation, where he was in charge of Song Mino. In February, L transferred to the resident welfare facility and, one month later, brought Song Mino with him.

3. Song Mino has not been attending work properly since March. (X)

It was only in October that Song Mino’s neglect of duty was noticed. Dispatch visited the facility more than 10 times from November to early December. However, they never saw Song Mino even once.

4. Occasionally, he shows up, signs in all at once, and disappears. (X)

Dispatch asked L about Song Mino’s attendance. He refused to provide any information due to privacy reasons (attendance records are private, and CCTV footage is also private).

However, some information was obtained through L’s statements. He confirmed that attendance records are written by hand, with signatures placed next to the dates. It was possible for Song Mino to sign all at once.

◆ Attendance is being manipulated

After Dispatch checked the scene, the reports of Song Mino’s neglect of duty were found to be credible. Most importantly, despite visiting the facility over ten times, Dispatch never saw him.

A more serious issue is the suspicion of a “collaboration” between Song Mino and the person in charge,  L.

Dispatch guarded the entrance from 9 AM to 7 PM during the second week of November. Song Mino was nowhere to be found. Other staff members also responded with, “I’ve never seen him.”

However, L claimed that Song Mino had continued to show up for work after his Hawaii vacation. When asked, “Can we see the attendance records or CCTV footage?” L waved it off, saying, “That’s private information, so it’s not possible.”

He seemed more focused on concealing Song Mino’s neglect of duty. Whenever Dispatch checked for Song Mino’s attendance at the facility, L would say, “Today is a personal day,” “Today is sick leave,” or “Today is hospitalization.”

Here is the conversation between Dispatch and L, dated December 3:

D: Song Mino works here, right? Did he come to work today?

L: Yes, he works here. He took a personal day today because he had some left.

D: So, did he come to work here in November?

L: Yes.

D: When we checked, he wasn’t at work.

L: He was here.

According to L, December 3rd was his “personal day”. He explained, “He has been coming to work properly until now,” and “He received permission for his overseas trip, and today he used a personal day.”

Dispatch visited again on December 4:

D: Did Song Mino come to work today?

L: Ah! I got a call around 9 AM today. He said he would take sick leave. He said he’s taking three days off starting today. He’ll probably come back on Monday.

D: Does he walk to work since he lives nearby?

L: No, he drives and enters through the underground parking. I don’t think you realize how many cars there are.

D: Yes, there are a lot.

L: There are some really nice cars, regular sedans, and even a yellow one, among others. When he comes to work, he usually drives a regular car.

(Song Mino’s regular car is an Aston Martin. The “really nice car” is a Jeep Wrangler, and the yellow car is a Mercedes-Benz SLK.)

He took three days off as personal leave, and on the fourth day, sick leave. So, did he show up on the 9th (Monday)? Dispatch visited the Marpo Welfare Facility again.

D: Hello. Did Song Mino come today?

L: I got a call from his manager. He’s in the hospital. He’s been feeling unwell for a while. He has panic disorder and other issues. When I saw the doctor’s note, the diagnosis was quite long…

Dispatch asked about Song Mino’s last day at work.

D: I haven’t seen Song Mino until now. So, when was his last day at work?

L: He came to work on December 2nd.

D: Do you have any records to prove that he came to work on that day?

L: Actually, I confirm Song Mino’s attendance later. He doesn’t come into the office. If he’s sitting in the break room, I checked on him.

D: What time do you usually check?

L: If I don’t have any tasks, I check in the morning. If I have something scheduled, I check later.

D: But if he’s in the break room, how do you confirm his attendance?

L: There aren’t any records other than the attendance stamp. I would check, and if he hasn’t shown up, I call him.

D: So, you’re saying that there have been instances where he didn’t show up without notice?

L: That’s not the case. If he doesn’t show up, I call him. If he says he’s not feeling well and taking sick leave, then I ask for a doctor’s note. There are cases where he takes personal or sick leave like that.

D: Did you confirm that Song Mino was hospitalized today (9th)?

L: I heard from his manager. It’s difficult to verify the hospitalization.

◆ Wise public service life

In 2013, the Anti-Corruption and Civil Rights Commission investigated the service conditions of public service workers. It was revealed that 1 in 3 public service workers fell under the category of service negligence (attention, serious, or critical).

The commission recommended the Military Manpower Administration establish a “Public Service Worker Service Code” and suggested that attendance be recorded using “electronic methods,” such as using attendance cards, if necessary for managing service.

However, even after 10 years, nothing has changed. Public service workers still manually record their attendance. The system, depending on the discretion of the supervisor, allows for the possibility of attendance falsification.

Moreover, the monitoring function of the Military Manpower Administration has been largely ineffective. A public service officer in charge of Mapo at the Military Manpower Administration told Dispatch, “I believe Song Mino has been serving normally.”

He continued, “When there was the controversy about Song Mino’s long hair, I went to the site to check his attire,” adding, “I regularly communicate with the responsible person at the relevant institution (L).”

Song Mino lives just about 1 km away from the Mapo Residents’ Service Center. This is a distance that could easily be managed in case of an unscheduled inspection by the Military Manpower Administration. Furthermore, if the attendance log is properly arranged, there would be no issues until his discharge.

“There was a news report about Song Mino’s dress code issue. The Military Manpower Administration official came and only pointed out his hair, then left. It was rumored that Song Mino was at home when he suddenly got a call and rushed out.” (Anonymous Tip 1)

“Well, celebrities really have a hard time with their duties. They just lie on their desks. They sleep all day. Song Mino sometimes stays in a room with no people around.”

Let’s hear more about his management approach.

D: We received reports that he hardly ever shows up for work. After checking, we found that he never came. But you keep saying he shows up regularly, so we’re asking again. Did he really work from 10 AM to 7 PM?

L: Sometimes he sleeps in between. There’s a room next door. He sometimes takes personal leave and doesn’t come in, or goes out to visit the hospital.

D: So you’re saying that he worked without any problems, right?

L: Actually, I try to keep him out of the spotlight (by hiding him in the next room) because people come to see him. And he has some physical and mental difficulties.

D: So what kind of work does he do when he comes in?

L: Right now, he’s been organizing receipts and doing cleaning in the GX room. I take him to places where he’s out of sight…

YG Entertainment denied the allegations of poor service, stating, “He is working normally.” When asked if anyone had seen him show up for work, they only repeated that they couldn’t confirm his personal matters.

Meanwhile, Song Mino is set to be discharged on the 23rd. It is expected that there will be no more attendance until then. Instead, additional tips have come in saying that he’s preparing for a discharge party on the 24th to 25th.
