“From July 15, only creators who produce original content using their real voices will be eligible for monetization. Reused videos, duplicated content, low-effort uploads, and fully AI-generated videos will not qualify for monetization.”

Only creators who produce content with a real human voice in the video will be eligible for monetization. Most mass-produced Shorts channels use AI-generated voicesㅋㅋ so they won’t be able to monetize anymore
